Dr. Robert (Bob) Bartman, co-leads the Kansas City regional EPFP program based out of Local Investment Commission and in partnership with the Cooperating School Districts of Greater Kansas City. In July 2014, Dr. Bartman retired after ten years of service as superintendent of the Center School District #58 in Kansas City.  Dr. Bartman was recently named a Pioneer in Education in 2014 for his commitment and contributions to public education in Missouri.  Prior to becoming superintendent, he was Commissioner of Education for the Missouri Department of Elementary and Secondary Education.  

Dr. Bartman received his BA from the University of Missouri-Columbia.  He went on to complete his MA in Secondary Administration, a Specialist Certification in curriculum and Ed.D. all from UM-Columbia.

Dr. Gayden Carruth is the Executive Director of the Cooperating School Districts of Greater Kansas City, a consortium of 28 area school districts. 

Dr. Carruth was superintendent for 20 years, serving districts in Minnesota, Virginia and Missouri. Prior to becoming a superintendent, Dr. Carruth served as an elementary teacher, principal and supervisor; a school finance researcher, and an Assistant Superintendent for Academic Services.  She is completing her 44th year in education. She was the Missouri Superintendent of the Year in 1999, and she won Administrator of the Year awards for both the Missouri School Public Relations Association and the Platte County Economic Development Council. In 2005, the Missouri National Education Association named her their Horace Mann Friend of Education for individual contributions in the field of education. She received a national Communicator Award for co-hosting an educational program for KCEN-Public TV, and she was featured in a book about important Kansas City-area women called A Power of Her Own. In 2008, she was named the Outstanding Emeritus Educator from the Kansas City region by the Missouri Association of School Administrators, and in 2014, she was named one of the Icons of Education by Ingram’s Business Magazine.
